Position Overview:

The HR Director leads Arcella’s human resources strategy, ensuring alignment with organizational goals while fostering a high-performance, inclusive, and compliant workplace culture. This role oversees all HR functions—including talent acquisition, employee relations, performance management, and organizational development—and partners closely with senior leadership. The HR Director manages an HR team and ensures the effective implementation of policies in accordance with local labor laws.

Key Responsibilities:

  1. Identify HR-related challenges and implement effective, compliant solutions in line with Iraqi and Kurdistan Labor Laws.
  2. Develop and manage the annual HR department budget, ensuring all HR operations are delivered within the approved financial framework.
  3. Establish, update, and maintain Arcella’s HR policies and procedures to reflect legal requirements and best practices.
  4. Communicate new and updated HR policies across the organization; coordinate onboarding for new hires and conduct refresher training for existing staff.
  5. Review and approve job descriptions, ensuring legal compliance and consistency with organizational standards. Ensure that personal data is processed in accordance with Iraqi data protection regulations.
  6. Lead the full recruitment cycle: job postings, interviews, background checks, and selection of the most qualified candidates.
  7. Notify successful candidates and manage the onboarding process to ensure a smooth and efficient integration.
  8. Ensure employment contracts are drafted in full compliance with Iraqi and Kurdistan Labor Laws. Ensure that personal data is processed in accordance with Iraqi data protection regulations.
  9. Conduct annual salary benchmarking and market analysis to support competitive compensation structures.
  10. Recommend, design, and implement pay structure revisions aligned with business needs and market trends.
  11. Oversee and monitor payroll to ensure timely, accurate, and legally compliant processing, including quarterly personal income tax filings.
  12. Collect and analyze employee feedback regularly to drive high employee satisfaction and retention rates.
  13. Ensure workplace safety standards are consistently met in accordance with legal and internal policies.
  14. Draft and issue recommendation letters for employees upon request.
  15. Develop and implement employee wellbeing, health, and counseling programs.
  16. Provide support and guidance to employees and managers on HR policy matters; assist leadership in team development.
  17. Manage employee records and documentation with accuracy, confidentiality, and full compliance with Iraqi data protection regulations and legal requirements.
  18. Identify performance gaps and training needs; recommend and implement targeted HR interventions.
  19. Maintain and communicate up-to-date information on employee benefits and entitlements.
  20. Supervise and support HR administrative staff, promoting operational efficiency within the department.
  21. Ensure timely and accurate submission of tax and social security documents, maintaining full compliance with all relevant Iraqi legal requirements.
  22. Drive the effective implementation of HR policies and training programs and ensure performance evaluations are completed on schedule.

 

 

 

Qualifications & Experience:

  1. Bachelor’s degree in Human Resources, Business Administration, or a related field (MBA or HR certification is a plus)
  2. ≥ 5 years of progressive HR experience, with at least ≥ 2 years in a senior or leadership role.
  3. Proven track record in developing and implementing HR strategies aligned with organizational goals
  4. In-depth knowledge of Iraqi and Kurdistan Region Labor Laws, including payroll and compliance regulations, with a strong understanding of all relevant legal details. Preference will be given to Iraqi nationals or individuals with a minimum of 2 years of residency in Iraq or the Kurdistan Region.
  5. Experience managing HR budgets and overseeing full-cycle recruitment, employee relations, and performance management
  6. Proficient in enterprise-grade HRIS and HR tools

Skills & Competencies

  • Strategic thinker with strong analytical and organizational development skills.
  • In-depth understanding of Iraqi and Kurdistan labor laws, compliance, and HR best practices.
  • Proven leadership and team management capabilities with a coaching mindset.
  • Excellent communication skills in English, Kurdish, and Arabic (spoken & written).
  • Skilled in conflict resolution, negotiation, and employee relations.
  • Data-driven decision maker with the ability to present to executive leadership and external stakeholders.
